The Gauteng Province is one of the key contributors to the South African economy, contributing a sizeable 38% of the South African Gross Domestic Product. Not withstanding this, the Province is faced with issues of unemployment, poverty and the lack of access to critical infrastructure experienced by its citizens.

To address these socio-economic deficits the Gauteng Provincial Government (GPG) developed the Gauteng Growth and Development Strategy (GDS) to reduce unemployment, alleviate poverty, stimulate economic growth and deliver social and economic infrastructure to the Province.

The GPG conceptualized and developed a fund to facilitate the necessary economic activity to achieve the objectives of the Gauteng Growth and Development Strategy. This fund will achieve its directive by generating and facilitating local and international capital toward infrastructure development within the Gauteng region, thus addressing issues of unemployment, poverty, economic growth and public infrastructure.
